Graham Eberd Noel-Baker was a junior secretary serving in the Alliance High Council Secretariat during the Rebelo Administration. When the New Galactic Empire occupied Heinessenpolis at the end of the Second Alliance–Imperial War, Imperial troops, in the name of Reinhard von Lohengramm, demanded to inspect the High Council Legislative Assembly Chamber only for Noel-Baker to issue a rejection letter stating that Reinhard, a self-proclaimed emperor, had no legal rights to inspect the chamber. He refused to retract that statement even after threatened by the Imperial troops making the demands.
