Busias Adoula was a Counselor during the Rebelo Administration. When the New Galactic Empire occupied Heinessenpolis at the end of the Second Alliance–Imperial War, Imperial troops demanded he swear an oath of loyalty to the Empire but he refused, stating the Alliance citizens elected their head of state. Since the position of Kaiser or emperor did not exist within the Alliance government, he refused to obey orders from a non-existent position.
