Tetsuya Kusakabe
Kusakabe is extremely loyal to Hibari, having been his right-hand man for over 10 years. He has traveled around the globe with Hibari researching the Rings and Box, and is now the second-in-command of The Foundation.
His strength is shown during the Melone base Invasion where he was able to lift Lal Mirch, Yamamoto, Gokudera, Chrome and Older Ryohei on his back and still run at a considerable speed.
