Shizuka Homura
One of the three active congressman during the event of Psycho-Pass 3.
He is the congressman that enlisted Inspector Kei Mikhail Ignatov of the Public Safety Bureau Unit One as the Thirteenth Inspector.
He takes part in the disbandment of Bifrost System by giving Sybil System the position of a Congressman for two conditions, first being the allowing of Inspector Arata Shindo to resume his life as an individual and the second being the release of Inspector Akane Tsunemori. He is later elected as the Security Bureau Chief, a position usually reserved for Sybil’s puppet.
