Kaishuu Katsu

The chief of staff of the Shogun’s Edo army and a native of Edo city. He was working desperately to avoid bloodshed in Edo. With support from the British and French representatives, he arranged a meeting with Saigo Takamori in Edo to negotiate for peace on behalf of the Shogun Tokugawa Yoshinobu. He was formerly the Navy Magistrate of the Shogun’s Navy. Kaishu was mentor to Sakamoto Ryōma (who initially attempted to kill him, however, instead became his bodyguard).
