Because usually it should be on. But sometimes when either GPU driver gets screwed or browser implementation of that acceleration breaks, something like that happens.
For example one of recent Nvidia drivers made all videos/gifs/webms played in chrome artifact badly at the start of them playing. It fixed itself when next keyframe arrived but it was a bit annoying so you had to disable gpu acceleration also.
GPU acceleration is used in media delivery in browsers. For example 60 fps videos on youtube can lag badly if you have gpu acc disabled and a weak cpu. Moreover gpu acceleration saves energy because it usually just need some of the resources of gpu so both cpu and gpu are on low utilisation and low clocks, if you disable it, gpu uses no energy but cpu uses double.
